Betty Lou Mills

Betty Lou Mills "Betty Biggs" was born April 15th, 1949 in Bend, Oregon. With her son/best friend and family by her side, she passed unexpectedly at the age of 73 from complications of the flu on December 9th, 2022. She attended Bend Senior High school completing grade 11 then got her GED several years later. In September of 1966, Betty married her first husband Forest Ardin Raymond. Four years later on June 17th 1970 the couple welcomed their beautiful baby boy Michael Lee Raymond. "Mikey"-- as she called him -- is Betty's only biological son. Mikey was her pride and joy, and her very best friend. Betty ended her marriage with Forest by divorce in 1973. In April of 1974 Betty married John Warren Elliott making her a loving step mother to Rick, Rod, Randy and Rhonda Elliott. Betty became a widow only 5 years later, when John passed away in 1979. The same year Betty started driving cab for her parents' business Owl Taxi, which was only the beginning of a 42 year career. In June of 1994 Betty married Joe Louis Cox AKA Ron Mills who passed away in 1999. Betty's brother, William "Bill" Biggs, inherited ownership of Owl Taxi when their parents Rufus "Bud" and Bonnie sadly passed away. Bill and his wife Vi held ownership until Bill's passing in the year 2000. Vi then passed business ownership on to Betty and Betty's son Mike, along with Betty's two nephews Theodore "Ted" and William "Bill" Biggs. Betty owned and drove for Owl Taxi for 21 additional years until she retired from the family business, closing it in 2021. 42 years worth of love and friendships were made throughout those years. If you had the opportunity to encounter or know her, you loved her. Betty was a devoted daughter, sister, mother, aunt, grandma, boss, and friend. In Betty's early years she had a passion for riding her horses Lucky and "Sim" (Cimmaron). Betty, her husband John, and son Mike were members of the Rim Rock Riders Club where Mike participated in 4H with his horse Gypsy. Betty was also a member of the Eagles Lodge aerie number 2089. She loved the occasional fishing trips she took with her son Mike, and listening to all his hunting and fishing stories. Betty and her son did everything together. When Mike was just two years old, Betty bought Mike a pony. She didn't own a horse trailer but she refused to let that get in the way of making her son happy. Betty and her sister in law Vi took the backseats out of her car so she could transport the pony from Redmond to Bend. They liked to joke about the looks they got on that drive. She treasured all of the memories her and her son made together, even keeping every single letter Mike wrote her from his 5 year stay in Alaska. The bond they shared was unmatched, true unconditional love. Betty had a love for painting, sewing, collecting movies and CDs, Betty Boop and any candy she could get her hands on. She had a well known weakness for any and all stray cats at the Taxi Office, and had a tendency to spoil them with love and treats. The few months before her passing she enjoyed catching a movie at the theater with her niece "Nicki Jo" (where she said she hadn't been to a movie theater since 1982 when E.T premiered). Betty is preceded in death by her parents Rufus "Bud" and Bonnie Biggs, her brothers, William "Bill" Biggs and Jim Biggs, as well as her husband John Elliott, and Joe Cox. Betty is survived by her brother Robert "Bobby" Biggs of Bend OR, devoted and loving son Michael "Mikey" Lee Raymond of Bend OR, step sons Rick and Rod Elliott of Bend OR, Randy Elliott of Louisiana, step daughter Rhonda (Elliott) of Redmond OR, sisters in law Vi Biggs of Redmond OR, and Laura Biggs of El Paso TX, nephews Theodore "Ted" and William "Bill" Biggs II, of Redmond OR, Bobby Biggs and James Michael, and nieces Cindy and Wendy Biggs, "Nicki Jo" of Lapine, OR and and many loving extended great nieces, nephews, grandsons and granddaughters.
